Position Summary

Responsible for managing Company employees, Field Safety Supervisors (FSS) and Environmental Site Safety Coordinators (ESSC) contractors in implementing Health & Safety programs and best practices in operations. Assist Operating Managers and Supervisors through coaching, training, counseling, guiding, monitoring, and reporting, to ensure safe daily operations. Identify and mitigate Health & Safety risks within the region. Work collaboratively with Director Health & Safety, HSSE staff, and other operational teams in the region to ensure effective implementation of Safety Management Systems.

 


Essential Duties and Responsibilities

  • Work with Corporate and Regional Safety teams on the ongoing development of Health & Safety programs and competencies.
  • Assist and promote the implementation of Health & Safety initiatives and best practice within the Safety Department and policies.
  • Assist the Director Health & Safety in administering Safety programs field wide. Provide technical support in the auditing and review process of the Safety Management System.
  • Obtain feedback from the Safety team, organize and consolidate reports on Health & Safety activities in the office and field, and provide to the Director Health & Safety on a weekly basis.
  • Responsible for championing, setting an example, and enforcing safety culture and standards to increase awareness and practice.
  • Ensure that Health & Safety projects are communicated in a timely fashion. Secure training and actively monitor the projects.
  • Measure and review Health & Safety performance including improvement and trend analysis, and prepare necessary management reports.
  • Provide feedback to management on the safety status of operations and make recommendations for corrective action to prevent accidents and improve safety awareness.
  • Manage Company employees, FSS and ESSC contractors working with Operating Managers. Consult with contractors regarding Safety program development, conduct joint safety inspections, and auditing.
  • Mentor, coach, and counsel FSS, ESSC contractors, and assigned staff. Set goals and targets, monitor progress, make adjustments periodically, provide feedback, and address performance matters.
  • Assist in contractor selection with respect to safety qualification and experience.
  • Interact with management in Operations, HR, IT, Administration, and other departments to coordinate and implement HSSE programs.
  • Work collectively with all departments to assure continuity in National Institute for Occupational Safety and Health (NIOSH), Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), and Department of Transportation (DOT) requirements.
  • Inspect and audit all Company and contractor operations, locations, and facilities for NIOSH, OSHA, EPA, DOT, and industry standards compliance.
  • Identify and address safety related conditions and perform risk assessments for more complex operations, lead critical Incident Investigations, Root Cause Analysis, and Corrective Actions Analysis. Serve as a subject matter expert in all types of investigation.
  • Perform and oversee the implementation of Contractor Safety programs, third (3rd) party certification audits, and HSSE inspections.
  • Develop and maintain the Emergency Response Plans (ERP) and Incident Command System (ICS) program. Coordinate ERP, ICS drills and training exercises.
  • Perform Health & Safety related monitoring, sampling, and assessment for noise and toxic exposures, heat and cold stress, safe work practices, etc. Key member in the due diligence process to assess safety risks associated with chemical exposure complaints from contractors.
  • Maintain and prepare Safety recordkeeping, reporting, injury and illness logs, OSHA 300 logs and reports, etc. for the operating area. Ensure document retention requirements are monitored and followed according to the Company’s Hazardous Communications program.
  • Actively monitor Local, State, and Federal Safety laws and regulations. Recognize the different legislative regimes and cultural factors in each State as it pertains to Health & Safety standards. Serve on the Company’s Legislative Review Committee.
  • Liaise and maintain working partnership with Local and State Fire Marshal, Fire Chief, Emergency Response, Oil and Gas Associations, and other Regulatory agencies and organizations.

 


Other Duties and Responsibilities

  • Participate in industry Safety functions and committees as requested.
  • Perform other duties as assigned.

 


Qualifications

Required Education, Experience, Licensure

  • Bachelor’s Degree from an accredited institution.
  • At least ten (10) years of experience in Oil & Gas Industry in Safety at the field level or in similar operations.
  • Possess valid driver’s license and clean driving record (MVR) that meet Company’s Insurance qualifications to operate Company vehicle.

 


Preferred Education, Experience, Licensure

  • Bachelor’s Degree in Health and Safety Management, or related field of study.
  • Masters of Science in Safety Management, Occupational Health and Safety, Industrial Hygiene, or related field of study.
  • Certified Safety Professional or recognized Safety Certification.

 


Required Core Competencies – Knowledge, Skills, and Abilities

  • Working knowledge of Microsoft Office Suite including MS Outlook, Excel, Word, etc. and use/operation of standard office equipment.
  • Extensive knowledge of the Oil & Gas Operations, such as, Construction, Drilling, Completions, Midstream, Production, etc.
  • Working knowledge of Contract Negotiations.
  • Advanced knowledge and understanding of safety instruments, gas monitors, safety related equipment, etc.
  • Familiar with Safety applications, Electronic Safety Management Systems, drug free workplace systems or similar programs, and Case Management practices.
  • Ability to analyze information and conduct Incident Investigation, Root Cause Analysis, Corrective Action Analysis, and Management System Analysis.
  • Excellent time management and organizational skills to meet set deadlines.
  • Excellent presentation skills and verbal and written communication skills with the ability to converse with staff, management, customers, and vendors, using appropriate and effective communication tools and techniques.
  • Good leadership and interpersonal skills with the ability to lead and develop an effective team.
  • Able to present, demonstrate, teach, or guide others in performance of assigned work.
  • Ability to establish and maintain cooperative working relationships, and foster and encourage teamwork.
  • Able to assess situations to determine the importance, urgency and risks, and make clear decisions which are timely, and in the best interests of the Company.

Supervisory Responsibilities

  • This role will have supervisory responsibilities over Safety Contractors in the field and assigned Safety staff in the office.
  • Responsible for regularly making decisions and/or recommendations concerning:

1. Interviewing, hiring, and training;

2. Appraise productivity and efficiency;

3. Recommend advancement, promotions, or other changes in status;

4. Handle complaints, grievances and disciplinary issues.

 


Work Environment

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  • Job is performed in the office and in the field overseeing safety programs.

This position may be subject to:

  • Extreme cold and heat: temperatures typically below 32o F or above 100o F for periods of more than one hour. Consideration should be given to the effect of other environmental conditions as wind, rain, snow, and humidity.
  • Noise: there is sufficient noise to cause the worker to shout in order to be heard above ambient noise level.
  • Vibration: exposure to oscillating movements of the extremities or whole body.
  • Hazards: includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to chemicals.

 


Physical Demands

  • The employee is regularly required to sit, stand, walk, and reach with hands and arms.
  • The employee will minimally lift, push, carry and/or move up to 50 pounds.
  • Occasional amount of traversing through challenging terrain to evaluate project sites, conditions, manually inspect slopes or perform work.

 


Travel Requirements

  • Minimal travel may be required to other locations.
  • Occasional travel to Company’s field operations. Approximately 30-40% of time in field.
