The Supervising Governmental Auditor I (SGA I) is responsible for supervising, planning, and directing a team of professional audit staff who conduct fiscal, performance, and program audits of Short Term Residential Therapeutic Programs (STRTPs), Foster Family Agencies (FFAs), Transitional Housing Program -Non Minor Dependents (THP-NMDs), Innovative Model of Care (IMC) Programs and any other Providers who receive funds under the Aid to Families with Dependent Children-Foster Care (AFDC-FC) program; establishing unit goals and monitoring progress; establishing and reviewing unit priorities; recruiting, hiring, training, developing, and motivating staff; Evaluating performance of professional audit staff; reviewing work papers, and provides feedback and/or consultation.

Telework / Remote Work Information: This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. The mission of the Fiscal/Provisional Audits Unit within the Fiscal and Performance Audits Bureau is to ensure that children placed in STRTPs, FFAs, THP-NMDs, IMCs, and any other Providers who receive funds under the Aid to Families Dependent Care Foster Care (AFDC-FC) program for which the Providers are being paid and to provide assurances for the fiscal integrity of the foster care program to determine compliance with auditing regulations and with state and federal law. And, to ensure that disallowed costs are minimized by identifying the actual allowable expenditures.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge and experience in applying general accounting and auditing principles and procedures.
  • knowledge of the foster care statute and regulations.
  • familiarity with departmental structure; and the ability to work effectively with county placement agencies, foster care providers, and representatives of provider associations.
  • Ability to identify and resolve complex issues, be detail-oriented, and be able to work well independently as well as a team member.
  • Adhere to existing laws and regulations pertaining to confidentiality of information and apply the appropriate levels of discretion.
  • Ability to lead diverse staff, foster collaboration and mutual respect while achieving Department goals.
  • Ability to communicate orally and in writing in a well-organized, accurate, clear, and concise manner.
  • Competent with MS Office (Word, Excel, Power Point, and Outlook) and familiar with QuickBooks and/or similar accounting software.
  • Ability to review financial audit reports prepared by Certified Public Accountants and identifies any areas of weaknesses or potential concerns.
  • Excellent verbal and written communication skills.
  • Dependable, punctual, with an excellent attendance record.
  • Demonstrates high standards of professionalism, integrity, and respect for others at all levels.
  • Strong accounting and auditing skills as well as Teammate Software experience.
  • Observes and protects the confidentiality of sensitive materials and matters.
  • Ability to establish workload priorities, organize materials and work well under pressure.
