Context:
Under the overall supervision of Regional Crisis Coordinator and direct supervision of the Senior
Technical Advisor Shelter/Non-Food Items (NFI) for Gaza Response, the Technical Officer
Shelter/NFI will coordinate and assist with the implementation of assigned projects within the
Shelter portfolio, spanning from the emergency phase to mid-term or transition-to-recovery.
Core Functions / Responsibilities:
1. Provide technical and administrative support for the implementation of the Shelter strategy in
the immediate, short, medium, and long term.
2. Coordinate and implement assigned Shelter projects in accordance to project specifications
and donor requirements.

a. Provide technical inputs and information for Shelter processes and assessments.
b. Track and follow up on project expenditures and burn rates.
c. In close coordination with the Resource Management Unit and Procurement and Logistics
Unit, participate in Shelter project procurement efforts for supplies and services.
4. Assist in organizing Shelter cluster meetings and technical working groups, following up on
the necessary administrative and logistical needs.
5. Maintain liaison with relevant project stakeholders, implementing partners, local officials and
other counterparts. Draft segments of project reports, situation reports and project updates as
necessary. Archive and share requested project data and information.
6. Implement project Monitoring, Evaluation and Learning frameworks that support
improvements to systems and processes.
7. Facilitate the integration of cross-cutting issues in assigned Shelter project implementation
such as Gender Based Violence (GBV), Accountability to Affected Populations (AAP),
Environment and other cross cutting issues of relevance.
8. Perform such other duties that may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree, architecture, engineering, urban planning, or a related field from an
accredited academic institution with two years of experience.
OR
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in implementing Shelter and settlement activities in developing countries,
preferably in countries facing humanitarian crises and in support of emergency responses.
- Experience in supporting and/or implementing Shelter programs in the middle east region.
- Knowledge or experience in Water Sanitation and Hygiene (WASH), Camp Coordination and
Camp Management (CCCM), Settlement Planning, would be of added value.
- Cluster Coordination Experience would be an added value.
Skills
- Excellent Monitoring and Evaluation (M&E) Skills; Managerial Skills; Organizational Skills.
- Knowledge of computer assisted design and modeling software such AutoCAD.
- Ability to work with limited supervision.
- Works effectively with Donors, local authorities, stakeholders, beneficiaries, and the broader
community to advance country office or regional objectives.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
